I do not mean this as a way of trying to disprove you, and I do not intend to try tell you what you intended to convey. This was simply the source of my confusion - if there truly was any. I of course understand that "not having [the] support" of does not necessarily equate to active opposition. I do, however, think one must recognize that as far as the security council - and the core of my argument - are concerned, a lack of support from the natives of a region is tantamount to condemning the proposal.
To appeal to you, though, in cases of such proposals as this one - which is extraordinary in the degree to which it seems to have been offhandedly procured - perhaps opposition might be the right course. I would imagine a liberation by somebody who cared for your region enough to draft a proposal even an iota better than this would would be preferable to dross such as this.
