You require two endorsements to be able to submit a proposal. However, I would suggest that you firstly read the SC rules, secondly read the very first post in this thread and finally publish a draft in this forum before submission. Of course you can decide to ignore this advice.

Fellow members of the World Assembly,
My ministers are attempting to formulate a draft bill that would ban a specific nation (Tauqli) from the World Assembly and/or establish sanctions upon their goods. This is in an attempt to solicit compensation for past injustices.
Returning to the point; as our nation has never proposed a bill to the World Assembly and is in fact a rather new member - any advice or help regarding the standard etiquette, formula, or procedure would be greatly appreciated.

There is no World Assembly membership/endorsement requirement to post a draft thread in this board. Co-authors do not have to be in the World Assembly.
