The Security Council is part of the World Assembly, NationStates' international organization. The General Assembly is responsible for writing laws, while the Security Council (this forum) is responsible for writing Declarations (statements of opinion, like this one saying that Potatoes are the best), Commendations (recognition of nations that did good work), Condemnations (recognition of nations that did bad things), and Liberations (which remove the passwords on regions).
