Noting several previous attempts were made to pass a commendation for the region, including but not limited to:

A commendation is the highest honour in NationStates for any region.

However, it's important to recognise not only those who were successful - much like a Grammy, an Oscar or even a Golden Raspberry, it's an honour to simply be nominated.

Who then, is more deserving of commendation than a region who has been previously nominated close to a dozens times before? Who could be more worthy than a region so synonymous with commend attempts that the world lets out a collective sigh at the mere suggestion of yet another?

I ask you today to support my proposal to commend the Confederation of Corrupt Dictators.

I requested earlier that you approve a proposal to commend the Confederation of Corrupt Dictators.

Unfortunately I do not think I made a compelling enough case in that telegram, and hence while I apologise for this repeat telegram, I feel obliged to better articulate why this nominee is commendable.

The Confederation of Corrupt Dictators is a region with a very rich history dating back almost seven years. Over this time, the region has progressed and changed for the better, with the region's entire structure shifting from an appointed dictatorial style of government who once associated with questionable authoritarian types, to now feature a democratically elected President and cabinet while greatly improving its public image.

However, while the region has progressed massively over the years, one thing remains constant: a sacred regional art called the "self-commend", a time honoured tradition for the region. It is this, the one constant that has withstood the test of time, that makes this region stand out as a worthy nominee for commendation.

So, as a summary: am I asking you to approve a commend proposal for a region attempting to commend itself for previously attempting to commend itself? Yes. Should you do it? Also yes.
