Heya, folks. UPC and I have been working on this draft for a couple of weeks and would now like to open it to the SC forums for feedback. Some things to note about this are that we have not decided on a noteworthy event for March which we'd like to discuss, we were unable to find one though NSGE is being considered - we're open to suggestions. We're also looking for events happening this month in December which we could not write about, for obvious reasons. Ideally, we'd like to aim for this to be submitted in time for passage by New Year if that's feasible. Please do leave constructive feedback - would be much appreciated ^-^

The Security Council,

Wishing to reflect on the previous year to highlight, document and opine on its most prominent events;

Joyfully welcoming the inception of the Partnership for Sovereignty - a Security Council voting bloc committed to defending regional sovereignty and the rights of natives - in January and congratulating the bloc on its expansion to include 9 like-minded regions by the end of the year;

Fascinated by The North Pacific’s Cards Symposium in February which not only brought the leaders of prominent nations in the international artwork trade to give 4 Question and Answer sessions and 1 lecture to other leaders aspiring to trade their nations' artwork, but also organised the Card Awards to recognise nations that have left a significant impact in the artwork trade, for better or worse;

Frowning at the destruction of the inter-regional communication hub in The Embassy by a group of invaders and appreciative of the successful efforts to restore it, allowing the region and the world at large to recover from much of the damage inflicted by the raiders;

Meaning to express its admiration for the NationStates General Exhibition in March, which included a diverse array of events on topics such as international artwork collecting, leadership of military organisations, the Security Council and more Question and Answer sessions with assorted leaders of prominent nations, thus giving representation to a wide number of communities and information to new nations wishing to learn more;

Acclaiming the rise of Farnhamia to be rated best nation in the world in April after thousands of nations globally were consulted on the issue;

Marveling at the legendary force of 115 World Assembly nations that came together from all over the world, in a display of unbreakable anti-fascist unity, to destroy the fascist and highly antagonistic region Genua in May;

Jarred by the diplomatically-explosive debacle between the United Regions Alliance (URA), The North Pacific, The West Pacific and The Pacific and the Union of Force in June over the refounding of The Socialist Syndicalist Union, catalysing the end of the Consortium project;

Jovial over the invention of the Patriotism and Food Quality scales by the World Census, giving nations a new way to define and distinguish themselves in culinary and patriotic ways;

Jubilated by the invention of Declarations, giving this body the ability to express opinions and detail events in a non-binding fashion and introducing the newest Security Council resolution category since the advent of Liberations in 2009;

Amazed by the eclipsing of Koem Kab, which has hosted the most valuable gallery of international artwork for years, by Giovanniland and Mikeswill in August;

Showing great, yet confused, appreciation for the inexplicable population spike in September, which brought many regions a much-needed injection of energy following months of stagnation and decline;

Observant of The West Pacific’s Purgelympics in October, seeing the feeder region eject over two-thirds of its nations and temporarily bringing its population from over 6,500 to less than 2,000;

Offering its congratulations to Ko-oren for winning the World Cup 89 - the nation's first ever victory in such an international sporting event;

Needing an explanation of why a second mysterious population spike graced the world in November, yet still positively welcoming of the new nations and the growth they have brought;

Determined to recognise the service of One Small Island, which became the longest-serving World Assembly Delegate of a Warzone of all time in December;

Delighted by the liberation of China from invaders by a record-breaking 122 nations from across the world, breaking yet another all-time record of updaters this year;

However noting that these recollections are only up-to-date as of the time of passage and thus may not be reflective of the opinions of the future on these topics;

Hereby declares that:

2021, though a year which brought many challenges and misfortunes, overall has been a positive year of growth, stability and inter-regional peace; and

The world enters 2022 with ample reason for optimism and hope.

I'd note that this is massively tilted towards one particular area of the site, disappointingly if understandably. No mention is made (for example) of Boston Castle/Hulldom's stratospheric rise as a World Assembly author, the return of Thousand Branches/Aramantha's relentless positivity, Jim the Baptist and Dabarastan's fledgling collaboration on issues, the rise and fall of the International Shield Defence Force, the discussions over the future of the NS Rugby Board, Fauzjhia's open-to-almost-all card lotteries, Treciene's "Man" thread and its innumerable copycats - or yes, Declarations themselves.

The raid of CoFN actually began in March and was wrapped up at the end of April. The most important (gameplay) thing I remember commenting on in April was Traden's Delegate for Hire shitshow, for what it's worth :P

I think a broadening of the scope of the declaration would be quite a good addition, after all the site isn't just GP and we are sitting at, if I remember right, a bit over 3,000 characters which gives us quite a bit of wiggle room. If you could DM me with more details about some of these suggestions (most notably when they occurred this year, though I appreciate some of these examples are more spread out rather than one definitive date), that'd be awesome.

The sieges & liberation of both Chaylia & LDU admittedly slipped our memory but is definitely something to be considered. The deal with LibNWA & August is my own personal involvement, so it may be best to either get UPC to write something about that. Or perhaps a separate third party, we'll see what happens. With respect to F/S and the regional statements, we're not 100% sure on its inclusion but I think we'd be open to it. A reservation we had about it is that as it stands, all F/S is is a couple of forum threads and dispatches about a planned change, rather than one which actually occurred. But framing it as regional opposition to the proposal could be an interesting way of mentioning it.

The idea is interesting, but I agree with Tin that it is overwhemingly Gameplay-related. Though I disagree on some of her suggestions - I think there were other more impactful card events than Fauzjhia's giveaways (no offense to them, but card giveaways aren't exactly a new thing either), such as TNP's Card Symposium and its Card Awards, the end of Koem Kab's reign and Mikeswill taking #1, and the death of TCALS and pull events (though one would have to frame this in a way that doesn't mention the admins in order to not break SC rules). Also I am confused on why the mention of some random Forum 7 threads.

Agreed on the KK reign ending, that and the ensuing fight for number 1 between Gio and Mike was a pretty awesome event and would definitely be something to immortalize as one of the first big shakeups of the card industry.

Honestly, I think you could easily find a different community event to highlight each month, there are absolutely 12 sectors of NS that do amazing things and I always prefer a more diverse lineup. Of course, this would require a lot more research and reaching out to folks around NS, I don’t know you that well Andy, but from this draft I’m guessing you’re pretty gameplay focused ;) But either way, if you really went out into these communities and asked them about stuff, I’m sure they would have very noteworthy events to include on this list. This would my suggestion anyway, but I push far more for SC diversity than most people particularly enjoy :p

Re: Tin. I think if you're going to do much in the way of the WA, I think there's a relatively short list of things I'd mention:
  • IA getting a second commend in July(? could've been August, but I coulda swore July).
  • Repeal: "Condemn The Pacific" in May

I don't believe there have been any GA resolutions (without sounding insanely cocky) that broke stunning new ground and are thus worthy of our recognition. (The only ones I honestly believe might have are GARs 550 and 560, both of which I remain incredibly proud of.)

On a completely unvarnished OOC note: Maybe it's just me, but I'm not exactly doing this for the recognition. I commend friends of mine or people I look up to (for instance, it's not like the idea of Commend Maowi was new, Orca and Narwhal (Ash), Seva, and I had been working on it since April, and the original draft came from Europeia's Summer Olympics for crying out loud!). I write in the GA, and I know I've espoused this position publicly before because I believe that if we have the opportunity to have novel grants of power on international issues we not only ought to, but we should.

I guess one could say that my rise has been "stratospheric" in the sense that I've written or co-written 12 resolutions that have gone to vote this year, but I don't think that's necessarily equated to higher "standing" in the Assembly or anything. So by all means, feel free to include it if you're looking at "personalities that shaped the year", but I won't be heartbroken if you choose not to include me in it, Andy.

Returning back to your idea though, I quite like it. It's unorthodox, but I think it fits just the right vein of what a Declaration should be and I think giving us the ability to appraise the year in retrospect is something I didn't know I wanted to see from Declarations (I'm not sure I wanted to see them at all at first!) but I now know is an awesome use of them.

I think this idea is pretty silly and I am against. Nonetheless, i will quibble with this part:

TWP's Purgelympics were done by the government of TWP acting on its own region as part of - from what I gather - a cultural/integration event; the griefing of The Embassy was an act of destruction upon an unwilling region by invaders. I don't think a summary of events is a particularly interesting or original use of the Declarations mechanic - it just says what happened in the past year. it doesn't propose anything interesting or express an opinion on a particular subject.

I doubt most of the purged nations were on board, or possibly even aware, of the event in TWP. The Embassy's sole native obviously also wasn't on board with the raid but the only damage there was a bunch of embassies. For the record, I don't think that either event was "wrong", but I don't think the difference in language makes sense.

I don't think a summary of events is a particularly interesting or original use of the Declarations mechanic - it just says what happened in the past year. it doesn't propose anything interesting or express an opinion on a particular subject.

I don't particularly agree - the opening verb/word of pretty much every single clause was specifically chosen to be expressive of an opinion from the Security Council's point of view - hence why the difference you highlighted between TE & TWP exists. And with respect to whether or not it's interesting, I don't agree either - I found it was really enjoyable researching this and refreshing my memory of what happened this year. I think it also would be quite nice to generate this into a recurring thing year-on-year as recognition of when certain major events happened which otherwise would have been forgotten about/difficult to find information on.

This idea is an interesting one in theory, and could be useful as a way to record history, so I’m definitely open to the idea.

I agree that currently it is too Gameplay centric, but right now, I don’t have any substantive contributions. I’ll mull it over.

I also think that the draft should use IC negative language describing the TWP Purgelympics. Even if we think TWP had the right to do what they did, a “purge” of nations is at the very least IC iffy.

I stand vehemently against the idea of including nations for passing a few resolutions this year. That is absurd ego-stroking. Now, if the resolutions were rather important, then that's more of a case.

How can you have a Declaration for a Year in Reflection without a self-patting reference to the introduction of Declarations?

Besides 'too much GP', I don't think Saluting is the right word to use for the end of Entropy.

I agree here, but actually, if my math is correct, my contributions count for like a whole 1/9th of what's been passed this year across both chambers.

Congrats, but that's not a case for important events this year unless those proposals were anything truly memorable, like GA#499.

I'll give more feedback later, but my thoughts to improve this:

I agree with others that we shouldn't mention things regarding specific nations.There's a lot of interregional/international events for consideration, and I think from the SC's interregional standpoint, those would be more important to mention. This isn't to say that what individual nations do isn't important, but a year-in-review should be more general in scope, rather than focusing on individuals.

I also agree that saying the SC is "Overawed" at TWP's purges sounds a bit weird at best. While I understand TWP has the right to ban whomever it wants, the SC tends to oppose purges (which is why they tend to get mentioned so much in condemns). So saying the SC is overawed tends to contradict the SC's general weariness of nation banishment, even if in most cases the SC is condemning purges done by foreign powers, not the native government.

Congrats, but that's not a case for important events this year unless those proposals were anything truly memorable, like GA#499.

I'm not saying it is, I'm saying there's more of a case than you're implying. That's not stating there really even is one. A 0.1% chance is still 100 times more than 0.001%, right?

Agree with what Zuk said. Unless that individual has their hand in literally every pie, no reason to mention them specifically!

Fair Treatment of Prisoners, Right to Assemble, Reducing Microplastics, Equal Justice Under Law, and Homelessness Mitigation and Protections Act were all the GA resolutions passed under the Strong category.

Military Death Penalty Ban had double-digit pages of debate.

Other various non-Gameplay topics I would add are COTA making all spots of the top 10 this N-Day, the two new stats (Patriotism and Food Quality) being implemented on June 12, the new regional banners that were added on May 22, and Farnhamia being the best nation in the world on April Fool's Day.

Regions should be bb tagged as such, especially because this one now exists as a trophy and not an actual fash region.

Dash before "in spite of" can be removed completely (also "in spite of" can just be "despite").

"Influence" shouldn't be capitalized.

There should be a way to tell the condemnation of raiders apart from the condemnation of fash. No matter what side you're on, the wording of this clause is in a dangerously similar vein as the last one and (indirectly) comparing an irl shit ideology to raiders is mildly unpleasant. i'd just try to make some changes to separate those things?
