Badge hunting does not necessarily refer to just an authorship badge. You are hunting for a commend badge for your nation, even though you have accomplished a grand total of jack shit while playing this game. So yeah I can.

Any self commend/condemn gets you two badges, an authorship badge and the shiny commend/condemn badge on your nation page.

Additionally, other than their intention of submitting on their WA nation and naming themselves co-author (which is just as bad as using your main, if not worse), it's also the end goal of getting a shiny commend badge on their nation page. So in this case it's basically a triple-whammy.

I assure you, I have no intention of naming myself co-author. I was not even aware of the new co-authorship function.

This proposal has a way lower quality than Pakistan made guns lazy, rubbish and not thought out well enough why because it doesn’t give a reason why the person should be commend it’s just bunch of random stuff put together and calling it a proposal

That's not remotely true.

Is this really still going on? Look, your proposal is not nearly extensive enough to garner support for passage. You've only been on NS for a little over two years, during which I don't think you've done anything of note on a large scale. It takes years of dedication and hard work in one area of the game or another to be considered for commendation or condemnation, sometimes which doesn't even guarantee passage (referencing a recently DOSd player). You should put some hard work into an area of the game for a couple more years before trying to get a commendation, and definitely let someone else write it without you asking. Self-commendation is a big no-no.
