They don't seem intent on drafting it for a while and for all purposes, it seems to be a joke more than anything. There have been joke declaration that have passed, but I've seem them on the drafting stage for a couple of weeks at the very least.

I see we found something to argue about.

Why does it matter that this one didn't sit in the drafting stage longer? It's a joke declaration - there's barely any useful feedback to give it in the first place.

Can we not? This doesn't have any purpose within the new declaration category, and I feel we should keep joke declarations to a very large minimum until the category gets fully fleshed out.

That very much looks like a university-level economics assignment - not the "Math Homework" targeted at "children" that Yaak wishes the Security Council to express opposition to. This is not the sort of question I would expect "children" to answer as part of a healthy and balanced diet an ordinary mathematics curriculum.

It failed to express an opinion on international affairs and obligations. You can fit all sorts of funny stuff in Declarations - e.g. commenting on the size of hippos - but you need to relate that to the NationStates world in some way. The proposal fell halfway between being a bad attempt at a GA proposal and being a weak complaint letter to the author's school teacher.

It could be filed under Rule 1d or 3b, but when someone submits a nonsense proposal that doesn't quite cross over into spam, it tends to get discarded.
