This proposal has more than that.
So it reaches the technical lower limit. If you mean it is too short for your taste, you should elaborate on that.

Honestly, I'd argue that the inclusion of the cannibalism would make it better - as stands, it's obviously satire to those who know the reference; I'm unsure if it will read to those who don't know it. It seems weird to try and emulate this document while excluding the funniest part.
