i always interpreted "last call" as meaningless text designed to make the proposal name appear longer so that more people will click and give suggestions right before submission, could be wrong tho

Was this category not removed? Recent proposals on the topic seem to now go in the Civil Rights category (eg GA #577 and GA #657).
