Those are, indeed, half of all available resolution categories in the Security Council. However, by the numbers, even including recently, the SC is mostly full of commendations.

I already flagged this proposal in the illegal proposals thread, but the fact that it's plagiarized from an earlier proposal and also lacking originality makes it a terrible attempt at a joke proposal by the author.

Something was off when Durrnil posted earlier that this proposal seemed to be copied for verbatim (which it definitely was). At least now we won't have a totally illegal proposal going to vote.
