I'd like to challenge this section in Security Council Resolution #3:

OFFICALLY praises the player behind the nation of Kandarin

Is this not metagaming?

Isn't SC3 written in accordance to the rules at the time? Now I'm not sure what the rules were back then, but it must have met those requirements.

Yes. Additionally, passed resolutions are retroactively legal, no matter if they would be now.

This is the Security Council, not the General Assembly. "Metagaming" is not a rule here, and nor is the "Challenge" system in place here.

As others have said, the proposal was passed when the Security Council's rules were in their infancy, and in a much different state to as they are now.

If you want to try repealing the resolution, you are welcome to do so.
