The only thing in this proposal’s favour is that it’s legal.

You didn't draft it beforehand? That being said, I don't think Gynostan warrants enough merit to deserve a condemnation.

As far as I’m aware if it’s legal then it can be submitted as many times as the author likes. Illegal proposals that keep getting re-submitted tend to get stern words from the Mods, especially if the author has made little or no attempt to rectify its deficiencies.
