I agree with Numero on this. Whilst HEM's politics are out of line with the TSP of 2020, he was very involved in the region back in the 2010-14 period and I was proud to serve with him in various governments.

Pretending otherwise is a bit petty, particularly coming from various people who weren't around at the time and thus never worked with him.

As far as further feedbacks goes, I would reiterate any comments I made previously that were not adopted. :p

Overall, HEM has contributed to the game and deserves a commendation, however, I don't think that a resolution should be inaccurate. I would be curious to hear your response to those who have raised concerns regarding the section on TSP.

Based on the information I have, I believe it would be inappropriate to have the section submitted as it currently stands. However, I also believe it would be inappropriate to remove the section in its entirety. The bad does not outweigh the good that HEM has done overall but the wording should be accurate.

I think Daytime to Night has correctly identified the objectionable material. I would personally suggest replacing "exemplary service" with "significant contributions" and add further detail to other contributions he has made to TSP. With those changes, I would be able to support this proposal (subject to further revision and/or information of course) even if all of my earlier suggestions were not taken.

Ok, after a long slumber, I present a new draft (in OP as well). Thanks to Maowi for help with revisions!

The Security Council,

Acknowledging the outstanding and lasting contributions made to NationStates by the nation of King HEM during their fourteen-year-long career under a variety of satellite states;

Convinced that without their diligence, wisdom, and exemplary leadership in founding Europeia and fostering its democratic traditions and institutions, the region - itself Commended by this Council - would not have become the respected community of nations it is today;

Impressed by the sheer consistency of King HEM's insightful and selfless guidance of Europeia over the years, which has manifested itself in a multitude of ways such as:

  • Their decision to go against prevailing trends and convert Europeia from a Monarchy into a Republic in July 2007, four months after its founding, and their dedicated leadership throughout that change, which paved the way for many other regions to successfully adopt democratic systems and was a catalyst for the system’s widespread use;
  • Their governmental and cultural leadership of Europeia in its early stages to pioneer a strong implementation of the Independent ideology, establishing its place in the NationStates political landscape;
  • Their impressive 228 total days as Head of Government of Europeia, as well as countless more of service in the Cabinet and the Senate, which saw the introduction of multiple fruitful projects and policies including:

    • The region’s first EuroPride festival during their Presidency in 2018, in which national delegations from all over NationStates convened to celebrate diversity and promote inclusion and positive attitudes - the event was successfully held again two years later;
    • A restructure of the Europeian Republican Navy during their service as Grand Admiral between June and October 2019, pushing the organisation's revitalisation by recognising and promoting sailors using an emphasis on continued consistent service, and by better integrating the naval reserves into the overall structure;
  • Their role as a driving force behind Europeia’s media scene, especially in their extensive contributions to private media via their acclaimed outlet E-News Network, which they have run since 2007 with over 300 published pieces, as well as practising a high standard of journalism in NationStates overall (for example, the nation’s journalists ran two iterations of a survey gathering and perceptively analyzing information about over 50 and over 100 regions respectively);
  • Their tireless work to ensure the safety and wellbeing of Europeia's nations, soon setting a NationStates-wide standard for professional and trustworthy work of that sort in many other regions, some of which received direct help from King HEM in this regard;

Recognising King HEM's impactful contributions to the South Pacific in numerous capacities from 2010 to 2014, with accomplishments including;

  • As Minister of Regional Affairs, establishing a regional welcome procedure, helping ensure the continued flow of new members into the region, and working diligently on a project to collate a comprehensive account of the South Pacific’s rich history;
  • Proposing legislation for and actively collaborating in the 2011 reshaping of the region’s election laws, which replaced the challenge system for Delegate elections with regularly scheduled votes, bringing stability and reputability to the region and laying the foundation for its identity as a champion of democracy;
  • Presiding over the historic Coalition v. Milograd trial as Chief Justice, which lasted over a month, ruling on accusations of treason for “orchestrating a coup, ejecting nations from the region and undermining the judiciary”;
  • In their capacity as Vice Delegate, working with Delegate Southern Bellz to stabilise the region after Milograd’s ban and leading efforts to increase and enrich integration and communication between the South Pacific’s governmental areas and its wider community;
  • As Deputy Minister of Foreign Affairs, revamping and revitalising the region's ambassador system, which contributed to a resurgence of the South Pacific's diplomatic presence interregionally;

Appreciating their years of service in the region The Land of Kings and Emperors, where they served as a steadfast senior advisor on foreign affairs and Constitutional matters, including answering the call to serve temporarily as regent while Crown Prince, presiding over a successful and productive government in early 2015 – this period of time saw a regional population boom, lively 10th anniversary celebrations, and important reforms;

Believing that King HEM’s lasting and profound impact on the NationStates community, consistently going above and beyond, is highly worthy of recognition by the Security Council,

Hereby Commends King HEM.

That seems like a significantly improved draft to me. I think the LKE clause could be improved a bit further, though, as some of the phrasing is a bit awkward. I hope this moves forward!

I like this draft a lot, there's certainly enough there to warrant a commendation, and I'm a huge fan of the way it actually explains what Hem did in his positions rather than just saying he had those positions. It helps me(someone who knows very little about the nominee) to understand what the commendation is all about, and I appreciate that. Full support ^-^

A few very minor suggestions:

You should probably replace the semicolon after “including” in the recognizing clause with a colon, and the comma after “Council” in the believing clause with a semicolon.

Anyone can correct me if I’m wrong, but I don’t think “constitutional” should be capitalized here.

Good author, good nominee who is deserving of SC recognition. Ideally, the nominee wouldn't be from the same region as the author, but that's not enough for me to be against, and at least the nominee hasn't posted in the thread unlike several others.

Partnership for Sovereignty Recommendation: Vote AGAINST "Commend King HEM"

On face, the Security Council proposal Commend King HEM recognizes a nation with significant service to prominent regions in NationStates. However, examination past this shiny verneer reveals a more insidious political purpose of heaping praise upon the founder of a raider region.

The proposal credits King HEM with building the raiding regions of Europeia and The Land of Kings and Emperors. Both of these regions have routinely acted without regard for regional sovereignty--invading regions without the consent of their native residents, often times to "generate activity" without any meaningful foreign policy goal.

It would be one thing if the proposal simply credited King HEM for having built Europeia but avoided discussion of their leadership of invasions. However, the proposal actively celebrates King HEM's contributions to raiding.

First, the proposal credits King HEM with a "restructure of the Europeian Republican Navy" which "push[ed] the organisation's revitalisation". In effect, it credits the nominee with making a more effective and active raider organization, activity which comes at the expense of the Security Council's stated goal of "[s]preading interregional peace and goodwill".

Second, the Commendation credits King HEM for developing the ideology of Independentism, which, as practiced by Europeia, is a smokescreen for wanton disregard for the autonomy of other regions. Hiding these dangerous and destructive practices under an faux ideology of regional interests is readily apparent when Europeia has not engaged in any liberations or defenses of non-allies in recent memory. The proposal explicitly has the Security Council validate this dangerous propaganda lie which only furthers the agenda of those who oppose the common cause of regional sovereignty by lending international legitimacy to their efforts.

The Partnership for Sovereignty recommends a vote AGAINST the resolution "Commend King HEM".

The above post is frankly obnoxious, and includes wanton mischaracterizations of both Europeia and the Land of Kings and Emperors. If this is the kind of shoddy work we are to expect of the Partnership for Sovereignty, it will fast become a joke.

This proposal is quite well-written—especially for a new author. The earlier concerns I had were well-addressed. :clap:

The work that HEM has done in founding Europeia—one of the most prominent UCRs, if not the most prominent, has been astounding and should be a guiding model for founders everywhere.

Yeah, wading into this one. Commending King HEM would be no different than Commending Markanite. It’s the same thing, they just happen to be on different sides of the argument. If you really want to convince people that he’s not worthy of it, don’t let R/D cloud this because it’s not a winning argument-work to undermine his achievements by saying that what he did isn’t that great.

But what do I know? I’m not an org currently doing a cakeism when it comes to CCing prominent folks on this game.

One hundred percent agree with Prae here. This is a well-written commendation for a player who made exceptional strides in region building. I’d also like to congratulate the author for doing a good job explaining why HEM is such a commendable figure. It’s good to see a good quality proposal in the SC chamber again :)

As a note to the PfS’ statement, I think it’s a bit understandable why some would take an Against stance, though I’d implore people to look beyond gameplay alignment. As the PfS’ charter states - we should support Commendations for nations who have made significant contributions to region building. And HEM has done just that.

It's not. Raiding is a practice which is antithetical to the goals of the Security Council. It disrupts the rights of regions to self-determination. It is, at best, a Condemnable practice and not a Commendable one.

In this case, our recommendation is based on more than just "raider bad". There are two clauses of the resolution, explicitly highlighted in the recommendation, that move things beyond that point and actually celebrate raiding in the text of the proposal.

Sure, then where is any reference to his raiding in this proposal? It mentions his service as Grand Admiral of the ERN, but quite honestly, I think it’s a bit disingenuous on y’all’s part to infer anything from that especially with no other details on his service. It would be no different than if we commended you and mentioned your membership of TITO without mentioning any famous defenses you were apart of.

Are we to believe that ERN conducted no raids during that time? It's also not just membership, it's leadership and organizational revitalization and making piling more efficient. It's not disingenuous--it is actively celebrating their leadership of the ERN, during which time they conducted raids.
