This is my first proposal, let me know if I am breaking any rules.

The Security Council,
Shocked at Tupeia's violations of human rights, including:
- The lobotomizing of innocent people, then implanting cybernetics into them without their consent.
- The sale of these people as slaves, with Tupeia calling them "robots"
Dismayed that Tupeia has profitted massively off of these sales, when people have suffered due to them,
Hereby condemns Tupeia.

Also, provide a link for the Condemned.

This doesn't warrant enough for a condemnation at all.

Your draft appears legal, but there is nothing remotely Condemnable about the nominee.

Edit: If you want to get an idea of what the SC regards as Condemnable, a read of the resolution currently at vote would be advisable.
