It adds flavor. It makes enough sense for the body in which an individual will presumably have some form of power over to congratulate them on their election - and it also makes sense for this congratulation to be included in a broader form of recognition. Perhaps this will be a point of contention, but I don't think that everything in a commendation needs to be directly commendable - it should tell a story that paints a broad picture as to why they're commendable. I think that this clause helps paint that picture. It seems to me like you just want me to take it out because you personally don't find it commendable - which is fine, but you have to understand that it's not enough for me to take it out.
