I support this, particularly since I’m probably in one of the regions certain people (we won’t name names here, but we all know who), would probably call one of the “WA Elite”.

Honestly I'm not entirely sure what the definition is. I get GCRs are considered WA Elite, but then various large UCRs are too apparently. Which UCRs count as WA Elite and which don't? It also seems like anyone that votes the same way as the GCRS are also considered WA Elite, or at least aligned with the WA Elite, which feels like it basically boils down to, "you either join us against the WA Elite, or you're part of the problem we're trying to fix".

There is no defined line that seperates the WA Elite and the non-Elite. I've used this comparison before - who exactly is a Democrat? Is Sanders a Democrat? Ask ten people and you'll get 3 or 4 different answers.
The best defintion of the WA Elite that I can give you is "a conglomerate of powerful nations and regions that collectively control the vast majority of the affairs within the World Assembly."
GCRs are absolutely a part of the WA Elite, all GCRs are among NationStates' most powerful regions. Whether UCRs are WA Elite depends on the context and how picky you want to be in defining the term. Europe? Yeah, absolutely part of the WA Elite, both by size and association. CCD? Maybe in some circumstances, particularly if you're referring to the influence of large Delegate votes.
