The Shoebox Test: What do I mean by the BELIEVING clause? Imagine, in the far future, that all records relating to NationStates are destroyed, except for a single book containing the full text of every SC resolution which is hidden in a shoebox and buried in a field in your local area. What would you find out about the character (not necessarily the achievements) of the nominees if you were to unearth and read that book?
Anime Daisuki (see the post below this one) has "incredible attention to detail" and is renowned for her "persistence and diligence"; McMasterdonia's work as "a gifted diplomat... promoted peaceful collaboration" and also delivered "stability & unity within the North Pacific"; the Black Hawks are "aggressive" and have a record of "repeated, flagrant defiance of the [SC]'s mission"; Alasdair I Frosticus is "reli[able]... and well-respected by many other debaters" on the General forum. Kuriko, on the other hand, seemingly has very little going for her in SC#300 beyond a list of her achievements!

Security Council Resolution #300 “Commend Kuriko” shall be struck out and rendered null and void.

THE SECURITY COUNCIL:

ADAMANT that every resolution it passes should act as an accessible guide to the historical and present context and actions of its subject, combining a certain level of detail supported by empirical evidence with prompts for further research by world leaders into the subject's nature;

BELIEVING that Commendations and Condemnations should not just reel off a laundry list of their nominee's achievements, but also provide information about that nominee's behaviour; regretfully, although Kuriko is utterly deserving of recognition from this august body, the target resolution does not make its rationale apparent and it does not do their "outstanding contribution" to the international community justice;

CONCERNED that SC#300 refers to Kuriko's work using extremely broad terms that could be applied to many other nations - such as "administering the region’s assets," "training members of the government to effectively handle the coup," and "co-ordinating voting and discussion procedures" - without providing many examples to underscore their significance, or explaining why at all Kuriko (rather than any other nation) should be Commended for such work;

SCEPTICAL of the target resolution's claim that Kuriko's election as WA Secretary-General was a result of "their vision to create a better future for the World Assembly" as a whole organisation, when the Kurikoan campaign was in fact centred around strengthening the Security Council at the expense of the General Assembly;

HORRIFIED at the many sloppy errors contained within SC#300; such as its claim that Kuriko "has served served as a Tactical Officer for the The Thousand Islands Treaty Organisation," its argument that Kuriko's authorship of Liberate The Monarchist Entente "result[ed] in the stability of the region," and its recognition of the "world assembly voting bloc" organised by 10000 Islands;

REMINDING authors to take heed of every piece of commentary, criticism and complaint they are given in drafting and re-drafting their proposals; and

NOTING that a more detailed and efficiently-worded proposal to Commend Kuriko is currently being drafted, and will be brought to the attention of delegates after the passage of this repeal:

HEREBY REPEALS SC#300 "Condemn Kuriko."

A sense of scale? Here is a proposal entitled "Commend Anime Daisuki" which is similar to the resolution at vote (and which I also won't submit to avoid running afoul of Rule 2a, Rule 2b, the moratorium on listing co-authors that contribute nothing to your proposal, and GRO's personal wishes):

Noting that Anime Daisuki has been prolific in their efforts to bring the Security Council to action; and has authored three Security Council Resolutions,

Further noting that Anime Daisuki utilised the power of the Security Council for the maximum benefit of vulnerable regions, including helping to intervene and restore regional sovereignty to native nations of South Pacific, resulting in the stability of the region and preventing the complete destruction of the region and it's community,

Observing that Anime Daisuki was elected to the Council of Nine, building a large movement in support of their vision to create a better future for the 10000 Islands,

Recognising that Anime Daisuki founded the major region of Yggdrasil which has at times contained over 500 members,

Further Recognising Anime Daisuki's work in Yggdrasil which includes administering the region’s assets and continually ensuring the region’s activity,

Attesting that Anime Daisuki has held leadership positions within several high profile and distinguished defender organisations and has served served as a Knight for the The Thousand Islands Treaty Organisation,

Applauding the successful defence missions that Anime Daisuki has led and co-ordinated, including their vital role in halting an attempted coup of France in 2009 by mobilising defending forces, training members of the government to effectively handle the coup and assisting nations in their ability to administer France following the conflict,

Highlighting that Anime Daisuki has additionally oversaw and contributed to the regional defence of 10000 Islands in the capacity of World Assembly Delegate for about a year; maintaining 10000 Islands’ world assembly voting bloc and co-ordinating voting and discussion procedures within the region,

Appreciating Anime Daisuki's diplomatic contributions to 10000 Islands as the most endorsed World Assembly Delegate of the region, presiding over the passage of the landmark Respect Our Vote Act,

Further Asserting that the contributions of Anime Daisuki go farther than those in this proposal and have benefitted and improved the current state of numerous regions and nations across NationStates,

Which version is better: the mock-up you see above or the one written and passed by Ramaeus in 2014? Would you have voted for or against the above version? My point is that SC#300 can be repealed and improved upon with an original proposal.

Sorry, but just because you don't like the writing style doesn't provide a reasonable basis for repeal. You had over a month to comment on the draft of the current proposal and chose only to do so, suggesting a complete re-write with your wording, after the author had finalised their fourth draft and intended to submit. That's not helpful or good etiquette in my opinion.

I'm also inclined to oppose anything that just results in pointless bureaucracy from the Security Council. People were tired enough of two Cormactopia Prime proposals (a commend and a condemn), but this takes it to another level.

I really, really, don't see the point in this. Wording a resolution marginally better doesn't provide an apt basis for repeal.

RE "Why are these good descriptors for nations?", Rule 4 exists. Essays for GCSE English need to score high on AO1 for description and AO2 for analysis; SC resolutions need to not only explain what a nominee has done ("Kuriko defended Testregionia from the Farkers after 150 other defenders endorsed them"), but how they've done it and why they're so good at it ("Kuriko is an astute and unflinching defender").
RE "bad writing isn't an excuse to repeal shit," there have so far been 38 repeals of C&Cs. Their rationales are crudely summarised in the below list and many of the below reasons don't apply: Kuriko thoroughly deserves a Commendation, just not this one:
  • Egregious behaviour by the nominee: 9 (Commend Antarctic Oasis, Commend Unibot, Commend Krull, Commend AMOM, Condemn Gest, Condemn Halcones, Condemn Kknight, Condemn TBR mk2, Commend Solorni)
  • Uncited, unbelievable, or dodgy claims: 7 (Commend Swarmlandia, Condemn Anthony Delasanta, Condemn Kalasparata, Commend TQOTD, Condemn Hippostania, Commend Hobbes, Commend Luna Amore mk1)
  • Poorly written: 7 (Commend XKI mk1, Condemn NE mk1, Condemn TBR mk1, Commend Tiago Silva, both versions of Condemn DEN, Condemn Macedon mk1)
  • Change in behaviour: 4 (Condemn Unknown, Condemn True North, Commend The JSA, Condemn The Pacific mk1)
  • Unremarkable nominee: 4 (Commend The NS Community, Condemn North Korea, Condemn Canterlot, Commend Texas mk1)
  • Petty grudges: 2 (Condemn Thatcherton, Condemn Sedge)
  • Raided by antifascist forces: 2 (Condemn NE mk2, Condemn TGGR)
  • Engaging in raids and other anti-SC acts: 2 (Commend Sedge, Commend Mikeswill)
  • Wrong platform to launch grievances: 1 (Condemn Ninja Pirate Awesome Town)

That makes almost one in five such repeals primarily focused on resolution quality. The TBR, NE, and Macedon repeals were based on the existence of superior legislation to that effect; the first DEN repeal was with the intent of a slowly-drafted replacement (the second was against a proposal that its author deliberately crafted to be shit); Commend Tiago Silva was poor and unremarkable; the XKI repeal was plausibly a petty grudge by GC.

Another one in five are primarily focused on audacious claims, often for inexperienced roleplayers, often due to overexaggeration or poor description (this proposal takes the latter angle). Sure, Kuriko has "a vision [of] a better future" for the WA - what does it entail? "[M]obilising defending forces" against TEP, that happened - but how many were mustered (and how much did it matter, especially in light of The Cult of the Great Cthulhu going rogue)? Those questions can be answered, but not in the target resolution. Was there a bond to solidify between XKI and Yggdrasil, a region founded by a TITO Knight?

Repeals of this nature - which do exist - are generally brought in either with a view to drafting a new, better-quality resolution for the nominee, or to simply ignoring the nominee for their insignificance. The approach I am taking is obvious here.

Bring Up My Proposal... which has been very slightly amended to take heed of the NEW! (tm) contents of my proposed replacement. Thus far, few of the comments have been more substantiative than "Full support" or "What the fuck is this?"; if this does not change, I will have to assume that my draft is fit for purpose.

So a Black Hawk is trying to repeal the Commendation of 10000 Islands' Delegate under the guise of wishing to replace it with a shittier (and insulting) Commendation? Will you shed crocodile tears when your replacement fails to get the votes?

This was started before Tin joined TBH. I'm not sure why her regional affiliation is being brought up. She is acting on her own accord and this is not something that TBH has participated in at all.

As much as I hate raiders, TBH in particular, I'm siding with TBH here. This was started before Tinhampton was a member of TBH.
