Observing the nation of Valentine Z, a unified planetary government that has achieved high standards of living and civil freedom for its residents, and the following commendable statistics as surveyed by the august, ever-accurate World Census:

1. Currently ranked twenty-fourth in inclusiveness, displaying that all of benevolent heart and soul are welcome;
   
   
2. Currently ranked fifty-first in compassion, again showing the good-hearted nature of the nation's government and citizens alike;
   
   
3. Currently ranked fifty-eighth in tourism, further pronouncing the stellar standards for which the Valentian state has become famous for;
   
   
4. Currently ranked sixtieth in pacifism, allowing the Security Council to conclude that the Valentians are a peace-loving and ever-welcoming people;

Determining that these statistics, placing Valentine Z in the top 0.05% of all nations for each, are worthy of nothing but admiration by the international community, and set an example for all states to follow;

Understanding that these commendable standards have been achieved through the steadfast and consistent labours of a select few individuals (known colloquially as "the Sixty") within Valentine Z, documented heavily throughout national factbooks and informational documents produced by the Valentian government;

Noting the immense contributions of Valentine Z to the international community of artwork collectors, including:

1. Significant commitment and involvement in the North Pacific's "Cards Guild", in which they serve as a Deputy Guildmaster;
   
   
2. The construction of an initiative known as "the Gold Retriever", through which art collectors have been able to monitor their client states efficiently, and that this initiative has been utilised as a base for even grander adaptations by SherpDaWerp and Racoda;
   
   
3. Possessing artwork considered to be of high value to other collectors;
   
   
4. Holding a large and extensive collection of artwork itself, built through substantial toil and effort;

Recognising the multiple positive documents published by Valentine Z, which have all been of an inspiring, motivating, or helpful and informational nature and generally spread a wholesome and uplifting message throughout the international community, promoting a ceaselessly positive message to all nations in the name of peace and well-being;

Further recognising Valentine Z's efforts in developing "Valkyrie Språk", a language which has combined multiple different linguistic trees into one to further unite and develop itself and the nations around it;

Aware of a large amount of effort consistently put into hosting an arena for discussion on national statistics by Valentine Z, as well as presiding over a platform for international discussion regarding issues that world leaders face every day;

Asserting the worthiness of multiple contributions on the international stage by the Valentian state, including:

1. Significantly aiding the defence of their home planet from eradication at the hands of Unicron, an ancient and malevolent being dedicated towards the destruction of all life-forms;
   
   
2. Hosting multiple events to gather different figures of importance from across the multiverse, throughout which the exchange of pleasantries and civil discussion served to significantly alleviate international tensions;
   
   
3. The administration's staunch and consistent opposition to tyrannical and oppressive regimes worldwide;

Acknowledging that Valentine Z has served in multiple regional governments, such as:

You may want to add some of that in, and the impact those positions have had on their regions. Are we sure it's not too early for commending Valentine?? This player has great potential in their career, and I feel they may achieve much more down the road. I'll be clear, I'm not against commending Valentine at all. Just wondering if it may be too early.

I urge you to reconsider. While he was pro-CCD not too long ago, people (and especially young people, such as the author) can change in significant ways in that amount of time. I do legitimately think the author's trying to do good, and it seems silly to me to hold their past against them in a significant capacity. Be wary, sure, but don't make his name be an auto-against from you.

South Reinkalistan has done their best to burn a bridge with the CCD and is now a citizen of the North Pacific. If the quality of the resolution and the target is good, I think this is being overly stringent about the author.

For the reasons others have given, I think trying to jump the gun on some proposals comes across a bit badgehunty (definitely a word). This forms a good basis for a Commend that I am sure Valentine Z will be worthy of one day, but it does seem premature.

That said, I don't think that is a general rule. We should absolutely commend those who deserve them during their most active years if it is warranted. But the current draft is slightly generic and needs more meat to the bones (for example, a lot of the clauses would be true of thousands of nations over the lifetime of this game if you just swapped the names over). Other lines try to be a bit too clever about referring to game-mechanics in an IC way and come across as slightly irrelevant - for example, 'publishing documents' and 'an arena for discussion on national statistics' sound horrifically bland.

Referring to ninety-three puppet states is unnecessary and not impressive. If puppets are responsible for commend-worthy actions they should be detailed in the text, not just referred to for the sake of it.

As Kuri said, there is a whole body of work in a regional setting that isn't clearly referred to in the text and should be expanded on.

Also, can we not do the thing where we get lots of people to just come and add brief and unqualified messages of support for proposals. If you want to encourage people to come and support your proposal, make sure they justify their position with reasons - this space is for discussion, they can vote on a proposal when it reaches the Security Council vote.

I do believe that there is much more time for Val to do more commendable things, yes; however, I do believe that there's no "best" time to commend Val. The same can be said for anyone who's been commended, really. "Oh, sure, they're commendable, but they could be more commendable in future."

It's my opinion that Val already has a rather long and storied NS career through which he's done more than enough to earn this. As for Val's government positions, Kuriko, I'll add in something about that next draft.

I can completely understand why you'd think this, BBD. Honestly, I was pretty obnoxious when I was in the CCD, and showed this in my adamant defence of everything it did despite a lot of their actions being rather inexcusable. I don't wish to clog up this thread and make it yet another CCD discussion thread (there are already way too many of those). If you have any concerns, please do address me by telegram.

RE: the whole body of work with FNR & others, don't worry; I'm working on that. Whilst the puppets could be considered unimpressive, I think that Val has done quite a few things with said puppets that could generally strengthen his case for commendation. I'll add more on again in my second draft.

The entire resolution is fluff aside from these clauses:

...and last I checked serving as a regional officer for two regions, one of which is currently home to just 17 nations, doesn't merit a commendation.

You might as well just delete the whole thing and submit it as "was boosted to 5th place in the 2020 election to knock out Jocospor" because there's really no disgusing that's all this proposal is about.
