I can confirm that one was towards the final few hours by the TNP Minister of WA Affairs, which I must say I found odd.

Not really. As per Sedgistan's old ruling, he states "[i]t may contain a horrible spelling error, but the meaning is still clear." If this ruling was applied to "Herby repels [resolution]", although there are multiple spelling errors, the meaning is still clear.
