Liberation of a foundered region? Nope nope nope. This is pointless.
In=character, Kaboomlandia is a World Assembly member and abides by its resolutions. If this nation isn't in the WA, it's for practical reasons.

Liberating a region with a founder in the hopes of the founder someday CTEing never was a good idea in the first place. It was a bad move that just gave free attention to regions that were never in any danger of being raided, but Navasse gave it a snappy title in 2017 and people believed it.

An offensive liberation against a foundered region has never worked.

“Preemptive offensive liberation” is the more technically correct term and the non-buzzword one.
