(draft) condemn mordka

this is the part where i need help. I have no idea how to write these, but here is what I want to do
-recognize the threat of raider nations who not only raid regions but manage to raid the actual nations too (example- o world, which was attacked by mordka and accessed when mordka found the password)
-recognize attempts to fight back against this
-find any non-mordkan controlled victims of mordka (such as puppets, most of o world's went down with it) and attempt to help them regain access to their former nations/regions
-prevent any further damage that mordka may cause

Have the original owner contact the mods via a GHR, they take password cracking very seriously. Now it might just be the same owner of course.

Overall, not much the SC can go with this.
Happily oblivious to NS Drama and I rarely pay attention beyond 5 minutes
