Condemn New Edom [Proposal]

The Security Council,

Whereas, on January 19, 2019, several journalists, activists, non-governmental organizations and diplomatic missions reported that authorities in Fineberg, a city of New Edom, had abducted, detained, tortured and killed over 100 men and counting due to their actual or suspected sexual orientation which where actively participating in a peaceful protest;

Whereas, the government of New Edom characterized the protests as hostile action on the part of international terrorist organization Homofront, with no evidence of the rhetoric being espoused in the march itself, with no intelligence that terrorist groups played any role in planning the march.

Convinced, that LGBT+ rights are human rights, and attacking a peaceful demonstration with explosives and lethal force is acceptable in no situation.

Acknowledging that multiple independent and firsthand accounts have subsequently corroborated the reports, and describe a campaign of persecution by New Edom officials against men due to their actual or suspected sexual orientation;

Stressing, that as a result of this persecution, at least three deaths have been reported and many individuals have been forced to flee New Edom;

Stressing that New Edom officials have denied the existence of such persecution;

Asserting, that New Edom authorities have a long history of violating the fundamental human rights of their citizens, including through extrajudicial executions, forced disappearances, and torture of government critics;

Hoping, that as New Edom is a participating Member State of the World Assembly and a signatory to the Universal Declaration of Human Rights, and thus has agreed to guarantee the fundamental human rights of all of its citizens;

Disturbed, at the complete disregard for human life exercised by New Edom at all levels, including, but not limited to:

* Criminalization of LGBTI individuals,
* A policy of forced exile and prohibition of all LGBTI civilians from the entire nation on penalty of death,
* Complete disregard international laws,
* Use of prisoners of war as test subjects for experimental weapons and chemicals,
* State-sponsored terror and propaganda against LGBTI individuals

Recognize the violence and persecution in New Edom and calls on Edomites officials to immediately cease the abduction, detention, and torture of individuals on the basis of their actual or suspected sexual orientation, and hold accountable all those involved in perpetrating such abuses;

Calls on the Government of New Edom to protect the human rights of all its citizens, condemn the violence and persecution, investigate these crimes in Fineberg, and hold accountable all those involved in perpetrating such abuses un accordance to international law. And to recognize the existence of people with non-heterosexual orientation in New Edom, and stop any form of harassment and persecution and provide them with adequate protection;

Affirms that the rights to freedom of assembly, association, and expression and freedom from extrajudicial detention and violence are universal human rights that apply to all persons, and that countries that fail to respect these rights jeopardize the security and prosperity of all their citizens. And to prohibit any form of punitive reprisals against family members of alleged or convicted law offenders;


Resolved, that this Council



HEREBY CONDEMNS
New Edom.

Good morning. On behalf of His Majesty's Government, Prime Minister Bettel and the Montenbourgian people I first want to thank the current administration of the Security Council, for scheduling this meeting. My former colleague, Ambassador Clairmont, lobbied for a year to get the council to address the huge violations of human rights by some member states but her pleas fell on deaf ears. This meeting is long overdue. And you all know why it’s overdue.

The focus of the WA Security Council is to safeguard international peace and security. Over the past years, persecution of the LGBTI community in New Edom has repeatedly surfaced as an issue of significant international concern. Today, we again call on the Edomites authorities to take urgent action in response to this latest wave of reported violations of the human rights of LGBTI persons in New Edom. All persons who have been detained by the Edom government based on their sexual orientation or gender identity and who currently remain in custody should be released immediately. There should also be a swift, thorough and impartial investigation into the alleged persecution, arrests and torture of LGBTI persons and any deaths that have resulted. Those who have directed and carried out these acts must be held responsible. The regime in New Edom has oppressed its people for years, forcing millions of Edomites to flee the country merely to gain liberty and protection of rights.

Our commitment to human rights is what moves this condemnation. The humanitarian situation demands action now; it demands action today. million edomites have been forced to flee their homeland thereby flooding the region and threatening international peace and security. Prisons are full of political prisoners unjustly behind bars and the graveyards hold dissidents and protesters that have been killed by this regime.

The Kingdom of Montenbourg believes and stands for the diplomacy which unites us all, and will take appropriate actions to hold accountable anyone who endangers human rights, anywhere.

Well, welcome to the SC forum! I think this is well written, but written the wrong way if you get my drift. You have it written like a GA proposal, whereas SC C&C's are usually written differently. I'm not saying that they can't be written like GA proposals, it just makes for an oddly worded condemnation. I also see you only have one specific reason for the condemnation, whereas most C&C's have many reasons for the target to be commended or condemned. If I were you, I'd try to find anything else they've done that's condemn worthy and add it into your draft. I also recommend taking a look at other C&C's that have passed to see how they're written, which can be found in a pinned thread at the top of the SC forum.

Too many “whereas”. Note that the SC can only Commend, Condemn, Liberate and Repeal. Asking it to do points 1 - 3 in your draft is just not possible.

The SC can commend/condemn a nation/region for what they do in a roleplay. However, said nation/region has to be pretty good at RP to get enough reasons for the SC to pass such a resolution.

In this case the nation in question seems to be a bit of a one trick pony and the proposal reflects that.

OOCLY I don't really mind as a condemnation doesn't inhibit my ability to rp and adds artistic verisimilitude to the game. It's kind of interesting.

[OOC] Thanks, as we stress is a Condemnation so we are putting the principles in which this proposal stands. We fixed the points as Preambulatory Clauses not operatives ones.

As I said before this is a one thing Condemnation - the nominee needs to do a lot more to be worthy of a badge.
