Condemn "the Pacific"
A resolution to express shock and dismay at a nation or region..

THE SECURITY COUNCIL:

ACKNOWLEDGING the New Pacific Order as an international menace renowned for meddling in the affairs of other regions, notable examples including:

• The invasion and subsequent coup of The North Pacific by NPO troops
• The infiltration of Lazarus and the subsequent establishment of New Lazarene Order, and later activity leading to a civil war and foreign occupation of the region, with the NPO discovered playing both sides for their benefit
• The involvement of a coup d'etat and civil war in The South Pacific whilst posing as a neutral power
• The infiltration of Osiris by NPO troops, leading to a constitutional crisis
• The subversion of St Abbaddon, leading to a longtime native being ejected and a NPO Protectorate being established

ABHORRED by the Pacific's betrayal of trust built with Lazarus following their supposed contrition over a hostile takeover in 2015, proven by the existence of a "Task Force" specially designed to infiltrate and destabilize the government of Lazarus, resulting in the aforementioned civil war

RESENTING the withholding of crucial information by the Pacific from the international community concerning harmful elements and deceitful persons that could have been used to make the community safer and less toxic, while harbouring such undesirable elements secretly

SADDENED to see that the Pacific has not changed its ways

NOTING the previous repeal of the Pacific's prior condemnation for such actions was passed on the grounds of forgiveness and reconciliation, while in fact the government of the Pacific made no true commitments to end such activities against sister regions

DENOUNCING the NPO's ideology of Francoism as a wicked relic of the past, declaring the vast majority of nations and regions inferior, whilst they themselves consider themselves a superior class

AFFIRMING that the "New Pacific Order", as an instrument of governance in the Pacific, has done more harm than good for the world and is a systematically oppressive institution that meddles in the sovereignty of other regions, despite repeated promises and acts of contrition to do otherwise on the part of its leadership, all of which have proven to be baseless and without substance

DECLARING that such a rogue state should not be allowed to persist, lest its manipulation and subversion cease

HEREBY Condemns the Pacific

Actually, it was the New Lazarene Order. That being said, full support, both now and especially in the future when you put some meat on the bones of your proposal skeleton (for which I heartily recommend you do a fair bit of research).

Has this been the subject of a moderation ruling? I think Rule II is written more with the intention of operating as a 'duplication' rule rather than as a 'double jeopardy' offense. I don't think Ard et. al. were anticipating situations where a condemnation might be repealed, but a future condemnation might come up with a similar or identical subject.

Indeed, there's been a few cases where C&Cs (SC#5, SC#37, SC#187) have been repealed because the text was poor and replaced with a better text that surrounded the same subject.

Look a bit more into your examples you've given, and perhaps add a few more. Details are required in your (general you) resolutions; one of the best places to start would perhaps be the NS History thread in Gameplay. There are other places to trawl through, of course, but we all expect you to come up with the best resolution you probably can. Research is key!

Any condemnation should make particular effort to focus on the fact that the Pacific's apology for trying to take over Lazarus resulted in the repeal of their last condemnation in 2016: https://www.nationstates.net/page=WA_pa ... /start=201.

As well, the focus should be on the actions of the Pacific government rather than that of the region itself. We have to remember that this will be a badge that the nations of the Pacific will read, a dispatch that we will put up for them. So it's important that we use this to inform the nations of the Pacific about what their government and specific government members have done, particularly given the promises made in previous years.

This proposal so far is not yet where it needs to be.
