Recognize that raiding is an abuse of native rights and a horrible practice by raiders,

Notifies that since back then the black hawks have not threatened free speech as their influence was limited,

Warning that increased visibility of passing condemnations is just as damaging as not warning nations because it will make founderless delegates who appove that resolution a target

Adding that passing condemnations do not do anything except increase public awareness

Hereby repeals condemn the black hawks 52

Notifies that the black hawks do not have a cooling effect on free speech as the threats are addressed to only founderless regions, which the majority are not

Stating that if the delegates of potential targeted delegates were threatened, the visibility by passing the resolution increases visibility of the targeted delegates and that the black hawks raids indiscriminately,

Countering that the danger of imposed on the Security Council was overestimated,

Seeing that the the prominence of raiding is less than years ago when raiding is a significant problem, which makes the black hawks underserving of two condemnations,

Believing that two condemnations will confuse the nations when they are referred to,

Adding that passing condemnations do no do anything except increase public awareness

They don't need 2, it's unnecessary for a single raider region that's done nothing particularly spectacular. Give them a commendation for being wonderful fellows. Defenders can't have 2 commendations why can raiders? Why can't I be condemned? Mod bias against natives.

CONSIDERING the numerous egalitarian qualities of The Black Hawks, Including:
- Avid proponent of Raider Unity
- Avid proponent of Native Rights
- Avid proponent of Proponents
ACKNOWLEDING that without an active a raider community the world would be boring
FURTHER acknowledging that the Black Hawks increase activity to long dead regions, and clear inactive puppets from popular regions so the names can be refounded by new generations
UNDERSTANDING that The Black Hawks are the puss in the wound driving out infection; painful and ugly, but necessary for survival
IN AWE of their proactive ability to burn away decay, inspire fear from their enemies, and loyalty from their friends
CELEBRATING the fact that The Black Hawks already have two condemnation badges exemplifying their exploits from an enemies perspective, ignoring the positive aspects of raider identity and culture
UNDERSTANDING that raider culture means more than just destroying regions and hurting people, as the culture itself has flourished due in large part to The Black Hawks yearly event of Raidercon, open to raiders and non raiders alike, allowing non-raiders to experience, interact, and merge with a distinct and unified culture in no small part due to the actions of The Black Hawks
HEREBY Commends The Black Hawks on the grounds of facilitating and developing a unique, unified culture based around raiding and a unique ideology shared throughout the world, by both raiders and non-raiders alike.
