Now that you have the nation's leader, and not the nation, doing the prowling and searching for souls, I have a much easier time accepting the "'beast' is merely poetic" argument.
With the [violet]/Violet thing fixed as well (though I'd still prefer the proper pronoun "Her" instead of the common pronoun "her" if you're referring to a deity), I'd most likely vote the current version legal.

I wrote the Commendation for Hell and about half of the support it received was because it was funny. That was over two years ago. The Security Council has always had joke proposals. There is nothing wrong with them.
People are making a fuss about the Security Council right now because of controversial legislation, and stubborn authors that don't accept any input. Not because of proposals like this.
. There are two types of joke proposals, funny proposals and stupid proposals. In my mind, this falls into the stupid joke proposal category.

I like Hell and its Delegate, but I'm against this proposal. Something in this game has to actually still be based on gameplay and not just socializing.
