I'm honestly curious if a nation can have both a commendation and condemnation at the same time, if it's even possible.

And if one exists

It is possible for a nation to have a condemnation and commendation at the same time. It has happened before. The two proposals would just have to be about different topics/reasons.

A few nations before have had commendations and condemnations at the same time.

The former moderator Sedgistan had both, and Milograd had two condemnations and a commendation at the same time.

You are incorrect. Sedge is the only nation to have a condemnation and commendation at the same time. Milo had two condemnations (only nation to do so), but never had a commendation.
