Its well written, I must say. Although I don't see any of this as condemn worthy, I have at least one nit-pick. The first time you mention the region you should spell out the whole name and hyperlink it, then put LCN in brackets next to it. That way the region is named and linked at both the beginning and end of the proposal.
Edit: Also, add more fluff to the whole thing. Facts are good, but give it flair.
