A resolution to free the region of Belgium from The Black Hawks

Recalling around 12:00am CST the region of Belgium was invaded by The Black Hawks, Europeia, The Ragerian Imperium, and The Galactic Order under the command of The Democratic Republic of Commader Cosmo, The Rogue Nation of Cotton Candy Clouds, and The Armed Republic of Kurusu,

Believing the region of Belgium deserves to be liberated and its native citizens be able to return to a vibrant community within the greater NationStates community,

Imagining a peaceful Belgium with its rightful and democratically elected delegate and governing body back in power.

Missing an operative clause, there.
Not to mention, Belgium already has a standing liberation. Liberating it again wouldn't exactly change much.

I thought Belgium was already liberated. Is this belief in error? Was it repealed?

SC #4 is still on the books, yes.
In=character, Kaboomlandia is a World Assembly member and abides by its resolutions. If this nation isn't in the WA, it's for practical reasons.

Then, I don’t get the premise of this proposal. Why strike down barriers when there are none to strike (and cannot later be any to strike)?

Last night I saw that the black hawks took over Belgium but if there's already a liberation then don't worry about this one.
