OOC: I have, and I personally think they are all nothing more than garbage. They can easily be created out one's fart and can be used to justify giving an award. Even though I do admit that it can easily look like something important, it only looks like that. Inside, it's nothing more than manufactured imagination created out of boredom and used to justify wasting our time when there's somebody out there actually making an effect on the NS community.

Have you read the other resolutions based purely on RP? They almost always link the RP to the NS community as a whole in some way. If you'll pardon the arrogance of using a proposal I wrote, let's break down Commend Zwangzug (SC #223):

The World Assembly,

Admiring the numerous positive impacts the nation of Zwangzug has had on several aspects of the NationStates community, including international athletics, liberating occupied regions, and advocacy of issues that confront world leaders;

Since I knew writing a commend mostly based on RP would draw questions of linking to the NS community as a whole, I wrote my first clause make a clear case as to how it does.

Appreciating Zwangzug's efforts to further international athletics via hosting a multitude of sporting events, including the World Baseball Classic 3, the '12 FairPlay Trophy, the '12 and '13 NationStates World Fair Sports Tournament, the '13 TriWrathlon, and the World Cup of Hockey 16;

This an example of community building via hosting sports events.

Noting Zwangzug's invaluable planning and logistics provided to both the World Baseball Classic and NationStates World Fair;

Impacting the NS sports community as a whole by helping plan out an event type.

Further appreciating en passant assistance given by Zwangzug to other nation's sports tournament hosting efforts, via proliferating information of basic practices for scorekeeping;

Impacting the community as a whole by providing tools to all.

Recognizing the incredible prowess of the athletes of Zwangzug in baseball, as well as Zwangzug's pawns Aguazul and Earent in soccer, and Plutoni in hockey, accounting for multiple world championships in multiple sports, most impressively Aguazul's four World Cup wins, including an as of yet unmatched three in a row;

Since in NS sports winning events is correlated with quality RP I'm making a case (indirectly) for the quality of Zwangzug's accomplishments across multiple nations.

Feeling that exceeding the talent in athletics in the above nations is the talent in sports journalism, which is famous among the NationStates Community not only for reporting of the athletics on the field, but also using the lens of athletics to illustrate national culture, provide humor, interweave international affairs, and even incorporate mathematical theory;

Admiring that despite the checkered experience of Aguazul in World Cup 54, including the mid-tournament murder by dinosaurs of emblematic General, Carlos Lopez, the nation was still able to co-host World Cup 55;

Praising Zwangzug's commitment to civil rights and equality as demonstrated by assisting in the organization of a men's rights group in Cassadaigua;

These are the only three clauses that do what you try to do throughout your resolution. The second and third clauses are meant to use specific examples to show how quality Zwangzug's RP was and how it influence other well known RPers.

Astounded that Zwangzug is also accomplished at protecting regions from occupation and liberating occupied regions, demonstrated by achieving the rank of Lieutenant in the United Defenders League, being awarded Liberator of the Month in March 2012, participating in such notable liberations as ITALIA, Norway, Liberal Haven, Hong Kong, Christmas, Roman Empire, and Italy, as well as acting as a protective castle to countless other regions via their early spotting of potential invading forces;

Awestruck that, in addition, Zwangzug is a talented issue advocate, demonstrated by bringing the following issues to world leaders' attention:

Hate speech via Sticks And Stones;

Olympic boycotts via The Road To Blackacre Ends Here?; and

National censuses via Your Nation Taking Leave Of Its Census;

Despite Zwangzug's many accomplishments in Sports RP that would not have been enough to pass the commend likely. I use two other venues Zwangzug was infulential in to provide further evidence. In fact, I was pressured by some to put this stuff first and put the RP stuff later. I kept the order because the RP was what Zwangzug cared about the most.

Believing strongly that a nation that has made such positive contributions in so many different areas of the multiverse deserves international recognition;

Hereby commends Zwangzug.

Again I harp on the international community aspect.

Declared legal by one nation. That’s a start.

Legal =/= a good proposal.

Condemning a nation for something relatively minor weakens the significance of the condemnation, a badge of 'honor.' If suddenly a relatively unknown nation gets condemned, who's to say that many other slightly more important but just as unknown nations don't get condemned for about the same? Condemnations are usually reserved for the 'worst of the worst.' I don't believe Atkemri is at that level yet.

To my understanding, being condemned or commended by the SC for RP reasons requires having had a significant impact across NS and demonstrating significant quality of roleplaying. Based upon a few minutes of brief examination, and my admittedly limited past experiences, I am uncertain they meet these particular criteria. No offence or anything, they are hard criteria to meet in the case of these resolutions.

Most SC resolutions (keeping in mind my ignorance) tend to be based around OOC impact more than RP stuff. For this reason, regions and nations notorious for raiding activities get condemned out of recognition of their accomplishments, defender regions and nations for much the same, regions for making great contributions and nations for making great contributions across regions, and so on. Pure RP is likely the hardest thing to gain condemnation for, as to reach such status, one must really work for it, must have exceptionally good work, and likely must have a considerable amount of influence and presence in the community to be considered for such an honour (condemnation is an honour, despite its name) as an official resolution recognising their achievements.
