Yes, but only one proposal at a time. For example, the Black Hawks got condemned twice because of their accuracy with raiding and their popularity towards the community.

Liberations are for regions which have been invaded and need the password removed or should be invaded and need a password removed. Not nations.

The idea of a liberation is for if ebul raiders like myself raid a region, and lock it. If that happens, the only way to get rid of the password is if we decide to be generous and merciful and remove it, or if there is a liberation proposal.
