False and not clear. Lily is a liberation region which almost saved many regions across NS. If you try to make false information, then this would be a failure.

No they're not. They tag regions, many of which have founders that can easily reverse the annoyance. Lily often gets criticized by invaders for working with defenders on a semi-regular basis as well. If you're to condemn Lily, you might as well condemn the North Pacific and the South Pacific for the occasional tag raids their militaries perform.
