Realizing that two condemnations have done nothing to quell the raider menace and that condemnations are treated as badges by raider organizations,

Believing in the concept of reverse psychology,

Acknowledging the accepting attitude and colorful cast of characters that make up this raider menace as they rampage, loot and pillage countless innocent and unspoiled lands,

Graced by the loveliness of Jakker's beard and the TBR Flag, both of which stand as testaments to aesthetic perfection and manliness,

Awed by TBRs contribution to raider philosophy, strategy and tactics; to which many other organizations owe a great debt,

Cognizant of the fact that most delegates have stopped reading at this point in the proposal,

Calling for a separate proposal to condemn delegates that stopped reading at the previous point in this proposal,

Hereby Commends, The Black Riders.
