Really? You're the former Delegate of GCRs, which run some of the largest militaries in the game. I'd like to know why you answered "Nope" to this question.

While many GCRs have militaries, those only make up one subset of their overarching community. Because of the nature of gameplay and its use of the WA system, it is actually impossible for GCR WADs to be out raiding and defending, unless they do it by triggering/organizing/advice giving. The GCR militaries tend to have their own internal leadership that reports to the WAD, but is still separate.
