Traditionally, nations/regions who are targets for commendations or condemnations are not supposed to publicly comment on the proposal until voting has passed. You may consult with Onderkelkia backstage for inaccuracies, but I doubt he will tell you directly what to add or remove in this proposal.

Anyway. If you need a list of Onderkelkia's positions and achievements and such, just look at his signature on any offsite forum. He tends to list all his ridiculous titles there.
To the OP, I recommend Europeia's forum. Unlike the LKE's, Europeia's forum is viewable by guests for the most part. If I recall correctly, Onder's signature there gave a very thorough overview of his NS career.
