As national and regional interests are increasingly under siege every day, it is time to put forward a strong, comprehensive proposal to curb radical terrorism. Let us put together a procedure to vet and investigate those wishing to make our lands theirs and enjoy its freedoms and protections.

I understand the logical conclusion that could be reached for posting a potential "border security" issue in the "Security Council" forum, but this should be in General Assembly unless you're talking about a specific nation.

Also, this is not a Proposal more-so than a talking point. Do you have a written Proposal to share?
