I echo this post, and also, please stop submitting resolutions that don't make sense; if you want to know how to make proper resolutions, you need to slow down and go through the drafting process, and not immediately submit the draft as a proposal.

Beneath the Resolution name lies the quote "A resolution to recognize outstanding contribution by a nation or region.", yet your proposal mentions no contribution Surprise has made outside of its own borders.

You have two things going on your proposal:

1. You have little information. You don't have a specific detail of what they [Surpise] did, and instead you added by other than one sentence.

2. NS Stats aren't supposed to be in a commendment. If you want to know why, read the directions carefully.
