Realistically, if the commendation is written well enough, and if the nation in question has indeed made a measurable positive impact, it would be hard to argue against a commendation, in my opinion.

For once, I would have to agree with you. For example, with my Rejected Realms Commendation, it took 4 drafts and three failed proposals to refine it down to where it currently is.

Acknowledging that Tsunamy's created the local council, which has been helpful in The South Pacific. This has helped increase democacy. Also, it is voted on in the polls, not in a forum. This allows people who do not have forum accounts to vote,

Knowing that Tsunamy created TSP's Council on Regional Security. This has helped increase security, and honors respected members of TSP, who are the only ones that can join,

Recognizing that Tsunamy has been in TSP since 2003, and has been active the entire time,

Applauding that Tsunamy has been a forum admin,

Noting that he has had a variety of positions in TSP, including:
-Minister of Foreign Affairs

This is something, but isn't worded very well. How has it been helpful? How has it increased democracy? Why is allowing people who don't have forum accounts to vote a good idea?

E.g.: Tsunamy has been a major proponent of the Local Council, a system which expands the scope of democracy in the South Pacific through allowing more nations to participate in votes.

That's not perfect but just an example.

Do you mean the CSS, and did he create it?

Regardless again you could explain /how/ it was increased security.

E.g.: Tsunamy oversaw the creation of the CSS, a body of trusted and respected nations, who work together to protect the South Pacific from threats.

Knowing that Tsunamy created TSP's Council on Regional Security. This has helped increase security, and honors respected members of TSP, who are the only ones that can join,

Noting that Tsunamy has been active in TSP since 2003, and has had a variety of positions in TSP, including:
-Minister of Foreign Affairs
-Director of Intelligence
-Delegate (Twice); In which Tsunamy created new flags, amended election laws, Endorsed everyone Tsunamy could, and reformed the government as well as Tsunamy could
-Member of TSP's Council on Regional Security; In Which Tsunamy spotted a coup and immediately confronted cabinet members about it, resulting in TSP being saved
-Spearhead of The South Pacifician Journalism; In which Tsunamy devoted time to gain NS news and broadcast it publicly

Noticing that Tsunamy is so well-liked that the nations of TSP created a festival devoted to him, called Anniver-Tsu-ry,

Hereby commends Tsunamy

It's "festival devoted to him". You can only refer to nations as if they were nations and not players. The use of personal pronouns (him/her) has been ruled in violation of that rule.

"Forum" is fine, since it can also refer to a meeting of the representatives of nations, or a physical avenue for such meetings.
You can also refer to "forum administration" and, maybe, "banned from the forums of [region]" in that sense.
The only things that wouldn't be allowed are terms such as 'offsite forum'.
