This proposal is wildly inaccurate. I'm not sure where or who you're getting your information on TSP from, but find a new source.

I'm not sure what help I can provide at this point. You don't appear to be learning.

The Security Council,

Acknowledging that Tsunamy's created the local council, which has been helpful in The South Pacific. This has helped increase democracy, by creating a new way to vote. Also, it is voted on in the polls, not in a forum. This creates a more accessible way to elect officers,

Recognizing that Tsunamy has a long history in TSP for more than a decade, in which Tsunamy ensured security, activity, and stability,

Applauding that Tsunamy can run a strong, stable democracy without restricting rights,

Impressed that Tsunamy made the highest endocap in all of the pacific regions. This shows strength, trust, and power,

Understanding that Tsunamy always plays a major role in the WA, and has called the shots on some very close proposals, including:
-Condemn Elite Region of Global Command
-Repeal: Liberate Eternal Scholars,

Knowing that Tsunamy created TSP's Council on Regional Security. This has helped increase security, and honors respected members of TSP, who are the only ones that can join, based on the rules of the joining:
-World Assembly membership in The South Pacific;
-a Soft Power Disbursement Score of at least 50000
or an Influence Ranking of at least Vassal;
-at least 200 endorsements or half the endorsements of the Delegate;
-and six consecutive months of legislator status, or at least two terms in the Local Council;

Noting that Tsunamy has been active in TSP since 2003, and has had a variety of positions in TSP, including:
-Minister of Foreign Affairs
-Director of Intelligence
-Delegate (Twice); In which Tsunamy created new flags, amended election laws, Endorsed everyone Tsunamy could, and reformed the government as well as Tsunamy could
-Member of TSP's Council on Regional Security; In Which Tsunamy spotted a coup and immediately confronted cabinet members about it, resulting in TSP being saved
-Spearhead of The South Pacifician Journalism; In which Tsunamy devoted time to gain NS news and broadcast it publicly;
-Administrator of TSPs forums after the coup,

Noticing that Tsunamy is so well-liked that the nations of TSP created a festival devoted to Tsunamy, called Anniver-Tsu-ry,

Appalled that Tsunamy hasn't even been attempted to be commended yet,

Hereby commends Tsunamy for inclusiveness, kindness, and bravery

In my opinion, two hours is too short a time between draft upload to the forums and submission to the SC. Whilst I have to agree that it was a much superior draft to last time, there might still be some niggling problems hanging about. The draft could have been left up for comment for another few days, for other people to comment on it (and its illegalities).

So yeah..... Just wanted to test the rate of approval..... Which obviously goes down over time, as people will be harder to please...... Extremely negative results......

Somehow every new draft seems to be worse than the one before. You seem to be labouring under the mistaken belief that adding stuff makes the draft better.

It doesn't. Your shotgunning of anything you can think of into the draft makes it damn near incomprehensible.

Here's some advice. The latest draft is very disjointed from a reader's perspective. Try to make the words flow better.

The Security Council,

Acknowledging that Tsunamy's created the local council, which has been helpful in The South Pacific. This has helped increase democracy, by creating a new way to vote. Also, it is voted on in the polls, not in a forum. This creates a more accessible way to elect officers,

Use of "forum" could be interpreted as the electronic version and would, therefore, be R4 non-compliant. Need to clarify that it's not the offsite forum.

Recognizing that Tsunamy has a long history in TSP for more than a decade, in which Tsunamy ensured security, activity, and stability,

A big "so what". I've been in TWP nearly 14 years and have also been ensuring security, activity and stability in that region.

Applauding that Tsunamy can run a strong, stable democracy without restricting rights,

Impressed that Tsunamy made the highest endocap in all of the pacific regions. This shows strength, trust, and power,

TNP does not have an endocap, meaning this last clause is utter bollo.

Understanding that Tsunamy always plays a major role in the WA, and has called the shots on some very close proposals, including:
-Condemn Elite Region of Global Command
-Repeal: Liberate Eternal Scholars,

Really? Please explain how they have called the shots.

Knowing that Tsunamy created TSP's Council on Regional Security. This has helped increase security, and honors respected members of TSP, who are the only ones that can join, based on the rules of the joining:
-World Assembly membership in The South Pacific;
-a Soft Power Disbursement Score of at least 50000
or an Influence Ranking of at least Vassal;
-at least 200 endorsements or half the endorsements of the Delegate;
-and six consecutive months of legislator status, or at least two terms in the Local Council;

Not sure if this is R4 compliant - makes it sound too much like a game.

-Spearhead of The South Pacifician Journalism; In which Tsunamy devoted time to gain NS news and broadcast it publicly;
-Administrator of TSPs forums after the coup,

Very poorly written and the last line is almost certainly not R4 compliant as it could only be interpreted, in my opinion, as referring to the offsite forums.

As Syl said there's no flow to this. I think it's poorly written in places with potential illegalities still existing. The general layout does not help either.

I believe that Fudgetopia was partially commend for. (Paragraph 6)

Applauding that Tsunamy can run a strong, stable democracy without restricting rights,

Impressed that Tsunamy made the highest endocap in all of the pacific regions. This shows strength, trust, and power,

TNP does not have an endocap, meaning this last clause is utter bollo.
It may be more commendable to say "TSP has a generous endocap of 250"

Understanding that Tsunamy always plays a major role in the WA, and has called the shots on some very close proposals, including:
-Condemn Elite Region of Global Command
-Repeal: Liberate Eternal Scholars,

Really? Please explain how they have called the shots.
They were very close resolutions.

Not sure if this is R4 compliant - makes it sound too much like a game.
Perhaps if I worded it differently?

Noting that Tsunamy has been active in TSP since 2003, and has had a variety of positions in TSP, including:

Ugh..... This has gotten to be such a big thread most people have noticed it. Which means I won't even get to resolution until you guys approve of it, since that's what the less influential delegates are waiting for. Well, you guys call the shots anyways, so it wouldn't get approved of until you approve of it. On the bright side, it's helping me understand the SC.

THIS IS NOT A BADGE HUNT. IF I WAS LOOKING FOR A BADGE, I WOULD HAVE DONE A LIBERATION.

Diminishing the relevance of Liberation proposals won't make you a friend of several important delegates.
