May I start a discussion thread in the SC about players who deserve commend\condemns and have not had proposals written about them yet? Asking for names and suggestions and such?

Its allowed as long as its not a reference to the technical aspect. Saying "forum" is legal, saying "offsite forum" however is not.

I got another question, in 4.1 of SC rules, how would you define real world, just the word, RL countries, or what happens in the Real World?

That one is a bit trickier. You can't reference real world actions, so you can't commend/condemn for OOC behavior. You also can't reference real world legislation, governments, or organizations.

If someone proposes a commendation, a very rough one and you were working on commending the same person with other co-authors (and have a much more solid draft) then:

Do you post your draft in that person's thread?

Or can you create a new thread?

Create your own thread Escade. If you post your draft in another's drafting thread it could constitute thread jacking.

Why would it not be considered thread jacking to post a draft you wrote in someone else's draft thread Ransium? If you wrote a proposal, and created a draft thread, would you want someone else to jack your thread by posting their draft there?

Oops, sorry, I totally misread the question. I thought Escade was asking if they were the co-author with OP. If they are not co-author you were right. Sorry.

Thanks and sorry for the confusion! I mean if you were writing a proposal for the same player. I imagine if the one already written was comprehensive we might be expected to combine with them or add on to theirs. If on the other hand it was rough (or we have no idea who the OP is) then we might put up our own original draft.

Scenario 1

Player A put up a draft that is very rough or incomplete.

Player B (or me in this situation) has no clue who Player A is and had been working on a more comprehensive draft with a set of co-authors. Therefore, may I post mine's separately or do I have to post it with Player A. That was the original question which was resolved.

Scenario 2

Basically two player groups want to write a proposal for a nation, "Yuno" (<3)

Player A put up a draft that is very comprehensive and detailed and seems to be gaining traction.

Player B also was working on a draft for the same player. In this case, in my mind it would make more sense to add relevant draft sections to the already well-written one. Maybe if there was enough content and they talked it with the OP, become a co-author. However, possibly I'm wrong about this. Anyway, my relevant question was resolved already.
