A clarification: a nation does not have to be a WA member to be subject to commendation or condemnation by the WA. Of course, a condemnation based on failure to obey a WA Resolution would be problematical. An author would have to be careful the he did not condemn a nation for failing to follow laws it was not obliged to follow. He could still point out that the nation in question "ignored the clearly expressed opinion of the major international body", or some such generalised phrasing.

I'm not sure whether this comment referred to your own post or to Ainocra's proposal. If the latter, it is, in fact, In Character. It refers to your nation's GA representative. This is acceptable in a C&C. You'll note that the SC categories themselves are written IC, Gameplay-style.
Whether the current content is appropriate to an international body is a different matter. Ainocra, you should clarify what message you're trying to send. Try imagining your own Real World nation rising in the UN to ask the world to condemn another RW nation based on these details. Is it simply a question of "this nation made an unpopular proposal" or "my nation disagrees with his nation's religion", or is there something more specific?
