Unless anyone has suggested lines or other ideas that could make this better, I think it's ready for a trial submission to check legality.

I have a bit of a problem (though I'm not ruling either way) with the "all the issues" language, since it leans heavily on knowing that this is a game. A safer phrasing in my mind is "They can answer national issues" or something that makes it clear, from a R4 perspective what is going on here.

I have a legit question about this. Is "issues" without the foreknowledge that it refers to national issues nonspecific enough where it wouldn't merit a R4 comeuppance? I figured it could refer to issues in their nation, or issues with other nations, or even issues and edicts the nation may endeavor in roleplay.

I've gone through the rules, and I think we're good on that part due to what is outlined in Legal/Illegal terms; "Any term included within NationStates the game".
