In the case of this, I would hope it would be meaningless. This is a body loosely based off of the United Nations Security Council, and I'm rather certain that neither that RL body nor our in-game one are overly keen on flowery nonsense outside of what's used sparingly in pre-ambulatory clauses. There's some great guides on proposal writing at the top of this subforum that I would strongly suggest, though perhaps with a target actually worth nominating for a C&C.

Although it's not strong enough to prove its worthiness for a condemnation, Ikaria's intention was to condemn the act that Chief Laughing Dog did. After he temporarily CTE'd, a temporary government was being formed, with its intention to provide a foundation for a better America. When CLG came back from the dead, he redacted all progress that was made back to a stagnant and useless pseudo-French dictatorship.

It's not the region that's crappy, it's the founder.
