what your describing is what is known as a "declaration", which are essentially nonbinding statements of opinion made by the world assembly, condemning every raid on a region with a pacifist tag might be iffy since while condemn is technically nonbinding language it is also another form of SC resolution (one targetted against individuals and regions), but there's nothing illegal with the general concept of making a declaration against such raids as far as I am aware
