Didn't know that, thanks for the explanation. As you can see, I'm a NS member for nearly 10 years and never entered this part of the forum. Mostely i'm active on F7. I'm very unexperienced with writing SC and WA legislations, but I'm happy to learn more about it.
Well, maybe I can write it like this (very, very short version): "Every future raid on a region with a pacifist tag is condemned by the security council"? (or something)?

what your describing is what is known as a "declaration", which are essentially nonbinding statements of opinion made by the world assembly, condemning every raid on a region with a pacifist tag might be iffy since while condemn is technically nonbinding language it is also another form of SC resolution (one targetted against individuals and regions), but there's nothing illegal with the general concept of making a declaration against such raids as far as I am aware

Hello, welcome to the SC. Believe me, almost anyone you ask would like to see that region burnt to the ground. However, Liberations don't make a region stop existing, they merely prevent setting a password unless the governor nation is alive, or remove a password if there was one.

Fifth Empire currently has a governor, so a liberation would be useless.

i already reported him but i know him in real life so he showed me a message the mods sent him and they thought it was funny so they didnt ban him

To be fair a lot of it could be updated - Spiritus has been commended, Hulldom, SherpDaWerp, Quebecshire, Chingis, Spode Humbled Minions, TRR, Gio, Cashdeer, Caer Sidi, etc. but they are still listed.
