The North Pacific Ministry of World Assembly Affairs has issued a vote recommendation of Against for this proposal.

I agree with the recommendation. In the cases where a C/C doesn't apply anymore, it's permissible to repeal it as being undeserved. On the grounds where a resolution is being repealed because it is poorly written and should be improved, the replacement has to be supplied or its development a certainty.

That is not the case here. Removing the original condemnation without a replacement implies that the SC believes any events that happen before the second condemnation don't matter.
