Now, I am not the OP of this liberation, however I wanted to provide a place to debate because OP didn't post here.

And that debate I'd like to start with, I personally don't believe the region is under any danger of being password protected, as far as I'm aware, DEN usually refrains from that. Correct me if I am wrong.

I'm unsure that's technically illegal. The way I read it, the resolution is, according to the author, one of the steps that must be taken to remove invaders and restore the region. That said, NSA's point that it was merely a tag raid is entirely valid. No need for a liberation in my mind.
