[Resuscitated Draft] Condemn Bitely

Postby Excidium Planetis » Mon Jul 20, 2015 11:47 am

EDIT; Seriously, how the f*** did this make it to quorum? Anyways, submitted a GHR to pull on account of the typos "complete destroy", "campigns" and "inacts", which will be rectified in the second draft before I resubmit this.

Partly to prove it is not a rule violation, submitted here: http://www.nationstates.net/page=UN_vie ... 1437421407

I do not expect it to reach quorum, so I will resubmit at a later time when it inevitably gets nowhere.

Okay, fifth draft.

In response to recent events in the Security Council... AGAIN.

Condemn Bitely
A resolution to express shock and dismay at a nation or region.

Category: Condemnation| Nominee: Bitely| Proposed by: Excidium Planetis

Description: The Security Council,

Realizing that past hopes that the nation of Bitely would learn from its mistakes have been shattered continually,

Noting that Bitely can no longer be considered a "very new" nation as it was in the past, and that it's actions and those of its ambassadors have been going on for quite some time now,

No Longer Dumbfounded that in that time which Bitely's Ambassador Thomas Branson II and his successor Branson III have been active participants in international affairs, they have managed to completely destroy several time-honored processes of World Assembly legislation; insult several other GA ambassadors, attempt to condemn them, and frame them for murder; create an entire region of the universe dedicated to pointless bureaucracy; Lure thousands of tourists to their doom; and generally waste everyone's time with silly arguments about Communists;

Actually Fairly Happy that Bitely continues to pay exorbitant advertising costs to promote national tourism, as this means they will have less money and the galactic economy will prosper;

Nevertheless Disappointed that Ambassador Branson has used silly grudges as a basis of World Assembly Condemnation, including attempts to Condemn the World Assembly and Condemn Caelapes, the current Secretary-General of the WA;

And Disgusted that Bitely was found to have violated WA regulations, and that Bitely's submission and the passage of World Space Administration were due to these violations.

Revealing, in Case You Didn't Already Know that the nation of Bitely founded several puppet states, and that these states illegally joined the World Assembly, endorsed Bitely's WA delegate, and allowed Bitely's Ambassador to reach the required two endorsements to submit a proposal.

Furthermore, that shortly after this, Bitely rushed to write out some objectively awful legislation, and then proceeded to submit it to the proposal queue immediately, with absolutely no drafting phase, thereby circumventing the process by which WA proposals are critiqued, and preventing any suggestions for improvements on the legislation from taking effect;

Knowing, of course, that this rough draft of legislation actually managed to reach quorum, due largely to the amount of money Bitely's Ambassador put in to the proposal's WA telegram campaign, which targeted every single member of the World Assembly, over 20 000 nations,

Recalling, With Much Boredom, that the resolution in question, "World Space Administration", hereafter referred to as GA#336, was such a complete trainwreck of a resolution that it enacted meaningless bureaucracy on WA nations, to the benefit of practically no one, and that it harmed space-capable nations, nations who are developing space-flight, and nations who do not wish to develop space flight alike, thereby failing completely in its presumed goal;

Finding many arguments for the above statements and many other flaws of GA#366 which are too long to be mentioned here;

Just Plain Kinda Upset that Bitely has not only not expressed any regret for these actions, but has done it time and time again, by attempting to get "Irritable Bowel Syndrome Act" to vote, by drafting a replacement for "World Space Administration" while campaigning against its repeal, by drafting a Condemnation of itself in mockery of an earlier draft of this resolution, by drafting no less than three other Condemnations that also were not so "hot";

Amused that Bitely not only harbors a deep paranoia of the "WA Elite", but also claimed only the WA Elite possessed space flight, a statement so ridiculous it can't even be described;

Slightly Discouraged that the World Space Administration, which is effectively a puppet state of Bitely, has dedicated a whole region to Bitely's bureaucratic morass, and that Bitely used a paid telegram campaign to lure nations of the world into this nightmarish region, violating the unspoken rule of only recruiting nations from the Pacific regions, Lazarus, Balder, Osiris, and the Rejected Realms;

And Confused that the nations in this region seem to believe they are responsible for running the World Space Administrtion, and are illegally making regulations for a WA agency, and also that this region still exists despite the repeal of GA#366;

Some other negative emotion about Bitely's Ambassador making hypocritical remarks about another GA author's 4 resolutions, and physical throwing away of these resolutions which have improved the universe.

Noting that at the time of this resolution's writing, Bitely as a nation has has no accomplishments except supporting the international community monetarily and passing the before mentioned resolution, and thus Bitely's actions have been overwhelmingly negative;

Hereby Condemns Bitely

Condemn Bitely
A resolution to express shock and dismay at a nation or region.

Category: Condemnation| Nominee: Bitely| Proposed by: Excidium Planetis

Description: The Security Council,

Hoping that Bitely can make better contributions in the future and learn from the mistakes below;

Noting that Bitely is a very new and very small nation, and has not had a long time to become involved in the NationStates community or the World Assembly;

Nevertheless Completely Dumbfounded that in that short time which Bitely's Ambassador has been an active participant in international affairs, they have already managed to completely destroy several time-honored processes of World Assembly legislation, insult several other GA ambassadors, and create an entire region of the universe dedicated to pointless bureaucracy;

And Disgusted that Bitely was found to have violated WA regulations, and that Bitely's submission and the passage of World Space Administration were due to these violations.

Revealing that the nation of Bitely founded several puppet states, and that these states illegally joined the World Assembly, endorsed Bitely's WA delegate, and allowed Bitely's Ambassador to reach the required two endorsements to submit a proposal.

Appalled that shortly after this, Bitely rushed to write out some objectively awful legislation, and then proceeded to submit it to the proposal queue immediately, with absolutely no drafting phase, thereby circumventing the process by which WA proposals are critiqued, and preventing any suggestions for improvements on the legislation from taking effect;

Shocked that this rough draft of legislation actually managed to reach quorum, due largely to the amount of money Bitely's Ambassador put in to the proposal's WA telegram campaign, which targeted every single member of the World Assembly, over 20 000 nations,

Recalling that the resolution in question, "World Space Administration", hereafter referred to as GA#336, is such a complete trainwreck of a resolution that it enacts meaningless bureaucracy on WA nations, to the benefit of practically no one, and that it harms space-capable nations, nations who are developing space-flight, and nations who do not wish to develop space flight alike, thereby failing completely in its presumed goal;

Arguing that GA#336's numerous flaws, as pointed out in its repeal, seriously harm nations that have already developed space flight by holding them back and needlessly regulating their space programs, and additionally wastes money from the WA Fund by funding space programs for nations that do not even want to develop space flight, and furthermore contains numerous typographical errors that hinder comprehension and even make some of GA#336's goals impossible as stated;

Dismayed that this campaign also heavily contributed to the passage of GA#336 "World Space Administration", despite the opposition of the majority of WA delegates and two counter campaigns, and that the resolution's success was most likely due only to the campaign Bitely mounted, which essentially amounts to vote buying; thereby leaving a permanent stain on the World Assembly by the complete destruction of the democratic process;

Acknowledging that many nations have used their wealth to mount WA campaigns, but that these nations respected the drafting process, and did not rely solely on their monetary advantage to pass their resolutions, but instead relied on the strength of their proposals and the support of informed voters;

Terrified that Bitely has not only not expressed any regret for these actions, but also intends to do it again, by attempting to get "Irritable Bowel Syndrome Act" to vote and by drafting a replacement for "World Space Administration" in the event of its repeal (which is shockingly even worse than the original);

Elaborating on the previous statement in parenthesis, that the "revised" World Space Administration not only contains all the flaws of the original except the typographical errors, but also has several additional and illegal clauses that would tax nations excessively and could fine nations for potentially arbitrary reasons;

Frustrated that Bitely has also campaigned twice against the repeal of WSA, and both times used falsehoods to try and save their own legislation;

Further Elaborating that Bitely falsely accused the author of the repeal as being part of an undefined "WA elite", despite the repeal author having never authored a WA resolution before, and that Bitely claimed only the WA elite possessed space flight, a statement so ridiculous it can't even be described;

Slightly Discouraged that the World Space Administration, which is effectively a puppet state of Bitely, has dedicated a whole region to Bitely's bureaucratic morass, and that Bitely used a paid telegram campaign to lure nations of the world into this nightmarish region, violating the unspoken rule of only recruiting nations from the Pacific regions, Lazarus, Balder, Osiris, and the Rejected Realms.

And Confused that the nations in this region seem to believe they are responsible for running the World Space Administrtion, and are illegally making regulations for a WA agency.

Some other negative emotion about Bitely's Ambassador making hypocritical remarks about another GA author's 4 resolutions, and physical throwing away of these resolutions which have improved the universe.

Noting that aside from the numerous actions listed above, the nation of Bitely has done nothing of note except waste everyone's time, and that at the time of this resolution's writing has no accomplishments except supporting the international community monetarily and passing the before mentioned resolution, and thus Bitely's actions have been overwhelmingly negative;

This was a joke, but then Bitely was found to have violated WA rules... I plan to submit this eventually.

I would like suggestions on how to proceed from here.

The irony would be if the good ambassador parted with a few bucks to mass telegram WA nations and delegates to garner support...........
As an editor I seam to spend an awful lot of thyme going threw issues and checking that they're no oblivious errars. Its a tough job but someone's got too do it!

That's not a 4(c) violation. Actions in the GA are often used in Condemnations and Commendations.

Shocked that this rough draft of legislation actually managed to reach quorum, due largely to the amount of money Bitely put in to the proposal's WA telegram campaign, which targeted every single member of the World Assembly, over 20 000 nations,

You are referring to real money and we all know it. That makes it a real world violation.

Also, against as they have done sweet fuck all other than pass a crappy resolution no one gives two shits about.

Real world is 4(a), not 4(c), and as I nowhere referred to the money as real world money, it is not a violation. Saying it is is tantamount to saying that mentions of raiding are real world violations because they refer to the real world action of raiding.

If you're so sure, then submit the resolution. I can guarantee it will be deleted.

Rule 4:

The Rules wrote:
4. Your proposal must read as representing the opinion of the World Assembly, and as targeting a Nation or Region.
This means:
(a) You cannot reference the "real world" outside of NationStates.
(b) You must refer to nations as nations, not as the player behind them. This includes the use of pronouns such as "he" or "she" as opposed to "they".
(c) You cannot refer to the game, or events or actions in it, as part of a game.
(d) Your proposal must be written from the perspective of the World Assembly.

Buying stamps is referring to the game, and you know that is exactly what you are implying.

I don't want to submit it now because there is currently no evidence it will reach quorum. I want the support of WA Delegates to ensure it's reaching quorum.

Again, I did not directly reference the game. It is understood that I am referring to game events, but I did not call them that in the resolution text.

Take, for example, Security Council Resolution #181 Repeal "Liberate Congress of Armed Proletarian States", which states:
Stressing that WA Security Council Resolution #180, "Liberate Congress of Armed Proletarian States" is rendered ineffective by the destruction of the region;

This is obviously referring to the act of refounding, which is part of the game. However, as it was not directly referred to as a part of a game, it is not a rule violation.

Like I said, if you are so sure submit it. I will tell you right now, that I will file a GHR based on my argument.

Quick question. What does condemning even do or accomplish?
I love telegrams please by all means telegram me!

DEFCON LEVELS
[1] peace
2 hostilities
3engaged conflicts
4War
Maldaria- Victory
GSW-Victory
Revolution in Sharphats-Stalemates
2nd Russian civil war-indecisive
Parazal Civil War-Support wasn't active militarily
I am deeply sorry for the attacks on your nations capital, and pray for those affected by the attacks both in Paris and throughout France. As a fellow Muslim I apologize deeply and in place of those who use our religion to commit such an heinous crime. I pray for France, for Paris, and for all those affected.

In general, a Condemnation really just puts a little sticker on the nation or region being Condemned, that tells everyone they are Bad People. Sometimes, it doesn't really have any effect (I hear most raider groups view it as a Badge of Honor), and other times it does... like convincing new nations to not move to a Condemned region, etc.

It also acts as a form of mild revenge, I guess, Condemning a nation offers some small bit of satisfaction for those wronged by the Condemned.

In this specific circumstance, I hope this Condemnation shows Bitely and other WA member nations that the means used to pass "World Space Administration" were not good, that it was not a success, and that they don't really deserve the little badge denoting them as a WA resolution author, something used to honor Ambassadors who, whether their resolution was good or bad in your eyes, actually worked through the drafting process and put effort into their resolutions (ironically, I put little time and effort into this resolution here, but I really did not want to submit it yet).

It's like Chester has returned with his talk of GHRs and stuff! This player even does that annoying whitespace after every [/quote] tag! And it even has the old UDL sticker!
