No. They are being condemned as a show of recognition for their achievements. I fail to understand why everyone seems to think the Security Council is this bastion of good and righteousness?

No matter which way you look at it, as a badge for achievement or condemnation of bad acts, I don't at all agree that every raider should be condemned. There is a threshold that one has to reach, and as I mentioned before, I don't think this candidate has reached it yet. One raid, and not even a particularly significant one, does not meet the requisite notoriety.

Anyone whom can think in a little longer time frames to the future, can be reasonably sure that TBR Infiltrator Wulfenite's actions will cause severe headaches and insomniac nights in the future.

Does he get a badge now or until then, is not question for his motivation. He is dirty worker in word's best sense and meaning. He can be your region's defense minister or recruiter, he can be a voice and the spirit of your RMB, he can instruct new comer immigrants in your native region... and you fail to see it until it is too late.
