Would it be a rule 4 violation...?

Apologies if this doesn't quite merit its own thread, but I haven't much hope in The Writer's Block getting read any more...
As someone who's never given much of a toss of the gameplay side of NS, and having seen people pour hours into writing, commenting on and ultimately editing issues which have a meaningful impact on the long-term core structure of the game*, I've noticed that there's never been a SC commendation for anyone involved in the issues side of NS - as far as I know. It strikes me as unfair, but I wonder whether it would also be a violation of rule 4. Does anybody know?
