That's just been sent to Jordanda and Reseda Island, and can be expected for any further tit-for-tat proposals. Possibly with warnings attached (though not for those two, of course).
While we're on the subject of illegality in proposals, note that the ban on links in proposals has been quietly done away with for links within NationStates. Since Pyth and co have kindly given us all these nifty things like [region] and [nation] tags, it seems silly to pretend they don't exist/won't work. If the tags ever stop working, NS will probably have stopped working too. Links to offsites are still forbidden in proposals.
Oh, and "the WA's long tradition of neutrality" has not been elevated to the status of a rule on the basis of which proposals can be deleted, despite the (apparently overwhelming) precedent.
